On the central tunnelling packages of Sydney Metro West the boring is finished and the work has moved into fit out. That shift changes what subcontractors need. The demand is no longer tunnelling crews, it is the trades and support labour that turn a bored tunnel into an operating railway.
Fit out means many more subcontract packages, awarded at shorter notice, each needing people through the gate quickly. Induction becomes the bottleneck exactly when the program has the least slack.
